How to Get a Qualified Digital Certificate in Serbia: A Complete Guide for Entrepreneurs

If you’re registering as a sole proprietor or starting your own company, here’s what you need to know: a qualified digital certificate is no longer optional—it’s a necessity in modern business.

Without it, it’s almost impossible to operate within the Tax Administration system. A qualified digital certificate enables you to create an electronic signature with the same legal validity as a handwritten one. This means that contracts, invoices, and other documents you sign digitally are fully valid. It also enhances security by verifying the identity of the signer and reducing the risk of misuse or fraud. In addition, it simplifies collaboration with partners and clients, especially when working remotely or internationally. But how do you obtain one?

Who officially issues qualified digital certificates in Serbia?

According to the registry of the Ministry of Information and Telecommunications, qualified digital certificates can be issued by Pošta Srbije, the Serbian Chamber of Commerce, the Ministry of Interior (MUP), Halcom a.d. Beograd, and E-Smart Systems, among others.

If you need a qualified digital certificate as a private citizen—for eGovernment services or occasional document signing—the most practical option is to obtain it through the Ministry of Interior (MUP), where it can be stored directly on your ID card or in the cloud via eID/ConsentID. However, if you need it for business purposes, it’s better to choose Pošta Srbije, the Chamber of Commerce, or Halcom, as they offer standard business solutions via tokens or smart cards, and in some cases cloud-based certificates.

1. Getting a qualified digital certificate via the Ministry of Interior (MUP)

You can obtain a qualified digital certificate through MUP only if you already have a biometric ID card with a chip and know its PIN (issued with your ID). If you don’t have your PIN, you must first request a PIN reset and card unblocking.

Once that’s resolved, schedule an appointment at your local police station via the eGovernment portal. You’ll need to bring a completed application form and two signed copies of the “General Terms for Issuing Qualified Digital Certificates.” Both documents can be downloaded online.

At the station, you’ll sign a contract for certificate issuance, after which the officer will install the qualified digital certificate onto your ID card chip. To use it, you’ll also need to install the appropriate software, available on the MUP website.

2. Getting a qualified digital certificate via Pošta Srbije

Pošta Srbije issues qualified digital certificates on QSCD smart cards or USB tokens, along with the software required for their use.

Step 1: Visit the Certification Authority website and choose the type of certificate you need (for individuals, companies, digital signing, or electronic seal).
Step 2: Fill out the application form available on the website.
Step 3: Prepare documentation. If you represent a company, you’ll need your ID, application, contract, and a copy of the OP form. Send the documents to: Certification Authority of Pošta Srbije, Katićeva 14–18, 11000 Belgrade.
Step 4: After receiving your documents, the authority issues an invoice.
Step 5: Make the payment. Once processed, your qualified digital certificate will be delivered on a smart card or USB token. The process takes approximately seven days after payment.

3. Getting a qualified digital certificate via the Serbian Chamber of Commerce

The Serbian Chamber of Commerce is also registered to issue qualified digital certificates and offers cloud-based signing solutions.

You can apply through the ePKS portal. The process is straightforward and begins by entering your company’s tax ID (PIB). From there, follow the step-by-step instructions until you reach the stage where you choose the medium for certificate issuance—such as a smart card, reader, or another available option.

The available choices indicate that both traditional hardware solutions (with or without a reader) and more flexible options are at your disposal.
